There are three Dashboard User Permissions that you can change in the Configuration page.

Dashboard > Open

User is able to view the dashboard and all reports

Dashboard > Edit Own Reports

User is able to create and edit their own reports
-
On by default
-

Dashboard > Edit All Reports
-
User is able to edit all reports, not just their own
